If I have received a renewal notice from my current registrar company, do I need to renew through them before a transfer application is submitted to Register IT?

If the domain has expired you will need to renew with your current provider before the expiry date. If a renewal notice has been issued, you should be able to transfer your domain name any time up to the expiry date.
